Quickstart doc to launch go the go app locally

### Setup ###

* `go install .`
* Set the `S3_BUCKET_ROOT` environment variable in your environment, this is required for the app to launch
* Run `go run main.go`
* Test the app by curling `curl localhost:8080/health`
* Override the default port by setting the `PORT` environment variable
